limit file upload to organizers, assistants, and event planners ONLY

we are experiencing some issues with a few difficult members and would like to limit access to uploading files to only the leadership team.

        I was just shocked to find that a member, who is not attending the event, uploaded a file regarding the event. This is absolutely ridiculous as it makes it impossible for an organizer to monitor the site for appropriateness of content, etc. it allows members to circumvent the fact that I will only post messages after I okay them. I always end up posting them, but I want to be sure to keep the really stupid nasties away. PLEASE FIX THIS NOW.
