Not send email reminders to join events with a waiting list
If you're setup to receive notifications for meetups from a group, you also get notifications for fully booked up fixed capacity events that have a waiting list. Please, someone adds this line somewhere:
if event.waiting_list.count == 0 then event.promote()

Yeah, this really makes no sense. Title is "Tomorrow: Join 18 members at EVENT" and then the body says "No spots left!"
That's basically just spam.
